They were going to build a tunnel under the Henge, but it was felt it could cause problems (Duh!) so it never happened, instead it passes by not too far to the side, but far enough away so as not to disturb the site. A606 I think. It runs towards the site but veers off as the road approaches. I believe it replaced a more minor road.

I have no idea mate, but I would imagine that they would periodically monitor the area for any signs of anything untoward; just to be on the safe side, I would.

I'd love to go there and watch the ceremony's but not as much as I would like to have it all to myself for a night with the full moon shinning straight down .

For a long time you were able to get there.  There was a form to fill out and, if you self-identified as Wiccan, Druid, historian et al you could go right up in there among the stones.  IDK if that's still "do-able", but it was when I was there in '81.
